Call for expressions of interest for the recruitment of a consultant to develop the Vision and strategic plan of the National Mining Corporation

  1. BACKGROUND AND RATIONALE

Cameroon’s major challenge today is to operate the solid mine and develop a sustainable mining industry which includes all the components in the chain, i.e., production, beneficiation and marketing.

By adopting a vision and a strategy, SONAMINES aims to define in a clear, precise and optimal way the objectives, methods and processes that will easily lead to the achievement of effective results in a particularly gloomy and difficult national and international context. To this end, the General Manager of the National Mining Corporation wishes to entrust private consultants with the development of SONAMINES’ vision and strategic plan, within the framework of the execution of SONAMINES’ budget for the 2021 financial year.

  • PURPOSE OF THE CALL FOR EXPRESSIONS OF INTEREST

            The purpose of this Call for Expressions of Interest is to shortlist firms that will participate in the National Restricted Invitation to Tender for the drafting of SONAMINES’ vision and strategic development plan.

  • PARTICIPATION

            Participation in this Call for Expressions of Interest is open to firms or groups of firms established in Cameroon, made up of experts with solid knowledge in the extractive industry, and proven experience in the organisation, operation and management of businesses in this field. They must have executed similar contracts over the last ten (10) years.   

  • NATURE OF SERVICES

The objective of the mission is to provide SONAMINES with a powerful and efficient management tool for the mining and quarry sector, except for hydrocarbons, in order to better manage the interests of the State in this field.

            Specifically, the awaited outputs are:

  • The carrying out of the strategic and organisational diagnosis of SONAMINES’ development and that of its field of activity taking into account the SDGs and other national strategic papers such as the NDS30;
  • The formulation of a clear vision for SONAMINES’ development;
  • The definition of SONAMINES’ values;
  • The identification of SONAMINES’ strategic guidelines and axes;
  • The development of a strategy for mobilising partners and means/resources in view of its implementation;
  • Providing the management bodies with a strategic and operational plan for the carrying out of SONAMINES ‘activities;
  • The drawing up of SONAMINES’ strategic development action plan;
  • The development of a performance framework for SONAMINES’ strategic development plan;
  • The proposal of implementation and follow up-assessment mechanisms for SONAMINES’ strategic development plan;
  • The development of a draft text and organic framework;
  • The drawing up of a staffing plan;
  • The drafting of a procedure manual.
  • PREQUALIFICATION CRITERIA

Bids shall be evaluated according to the following prequalification criteria:

  • At least two (02) references in the field of developing strategies for mining companies (with supporting documents), 10 points per reference, i.e., 20 points in total;
  • Specific Experience of the Firm over the Last Ten (10) Years, 30 points
  • At least two (02) references in the field of organisation, operation, management and auditing of companies (references with supporting documents) 5 points per reference, i.e., 10 points in total.
  • At least two (02) references in developing strategies for mining companies (references with supporting documents) 10 points per reference, i.e., 20 points in total.
  • Qualifications and Proficiency of Key Personnel for the Mission, 50 points

Mission HeadAn Expert, and Firm Manager with proven track record in management in one or more companies similar to SONAMINES;Diploma BAC/GCE A Level +5 years minimum;At least 15 years of experience;At least 10 years of experience in the mining of extractive industries;At least 10 years of experience in the development of procedures relating to the extractive sector;Experience in the drafting of legislative and regulatory texts in the extractive sector;Experience in the monitoring of projects in the extractive sector;International experience in the extractive sector;15

Mining Engineer02 Mining Engineers; 15 years of experience;Proven experience in mining inventory;Participation in the drafting of legal and regulatory texts for the extractive sector in at least one African Country;Mastery of the drafting and monitoring of company CSR policies in the extractive sector;Knowledge of EITI rules;Experience in the setting up of mining projects.5
Legal ExpertCorporate Lawyer;BAC/GCE A Level + 5 minimum in Business Law;At least 10 years of general experience with specific knowledge in mining law.5

NB: Every Key Personnel must provide copies of diplomas and a duly signed and dated Resume (CV).

  • TENDER FILE

  Firms wishing to express their interest in the pre-selection must submit their file in two envelopes enclosed in a single confidential envelope.

  The first envelope, known as « Envelope A », shall be labelled:

ADMINISTRATIVE FILE

The administrative file shall comprise the following documents:

a) A stamped and signed Declaration of Intention to Tender

b) A Debt Clearance Certificate;

c) A Certificate of Non-exclusion from Public Contracts issued by the Director General of the Public Contracts Regulatory Agency, dated less than three months;

d) A Certified copy of the Trade Register.

Should a grouping be formed, each member shall produce all the above administrative documents and a single notarized deed establishing the grouping shall serve for all the members of the grouping.

The second envelope, known as « Envelope B », shall be marked:

TECHNICAL FILE

The Technical File shall include:

a) The presentation of the Firm as well as its fields of action and intervention (Leaflet, staff, assets, standing, etc.);

b) The list and qualification of the human resources that the Firm intends to use in the required field of competence (CVs duly dated and signed with copies of diplomas);

c) References from the execution of similar projects (contract references, order forms, contracts, certificates of service provided, official certificates of reception, etc.);

  • TENDER FILE SUBMISSION DEADLINE AND PLACE

The expressions of interest, drafted in English or French in five (05) copies, one (01) original and four (04) copies labelled as such, must be deposited in a sealed envelope at the Secretariat of the General Manager of SONAMINES, former SODEPA entrance, former CAPAM Building, latest on _________________ at 1 p.m. bearing the following label:
