1. Purpose of the Call for Tender

This call for tenders is intended for the recruitment of a consultant to develop the vision and the strategic plan of the National Mining Corporation (SONAMINES) in emergency procedure.

2. Content of the Call for Tender

• General objective

The objective of the mission is to provide SONAMINES with a powerful and efficient management tool for the mining and quarry sector, except for hydrocarbons, in order to better manage the interests of the State in this field.

•  Specific objectives

Specifically, the expected outputs are:

• The carrying out of the strategic and organisational diagnosis of SONAMINES’ development and that of its field of activity taking into account the SDGs and other national strategic papers such as the NDS30;
• The formulation of a clear vision for SONAMINES’ development;
• The formulation of a clear vision for SONAMINES’ development;
• The identification of SONAMINES' strategic guidelines and axes
• The development of a strategy for mobilising partners and means/resources in view of its implementation;

• The provision of the management bodies with a strategic and operational plan for the carrying out of SONAMINES ‘activities
• proposer le mécanisme de mise en œuvre et de suivi-évaluation du plan stratégique de développement de la SONAMINES ;
• The drawing up of SONAMINES’ strategic development action plan
• The development of a draft text and organic framework
• The drawing up of a staffing plan;
• The drafting of a procedure manual.

3. Participation et origine

4. Financement

The services under this Invitation to Tender shall be funded by the SONAMINES Budget for the 2021 and subsequent fiscal years.

5.Estimated Amount

The estimated amount of the services shall be CFAF One hundred million (100,000,000). cent millions (100 000 000) de Francs CFA.

6. Consultation of Tender File

The Tender File can be consulted at the General Management of SONAMINES (Procurement Service) in Yaoundé, located at Omnisport, Marc Vivien FOE Street, former SODEPA entrance, Tel: (237) 242 058 396/696 323 506 / 671 288 909 upon publication of this notice. 7. Acquisition of the Tender File

The Bidding Documents shall be available for collection upon publication of this notice at the General Management of SONAMINES in Yaoundé, located at Omnisport, Marc Vivien FOE Street, former SODEPA entrance, Tel: (237) 242 058 396/696 323 506 / 671 288 909, upon presentation of a receipt for payment of a non-refundable sum as processing fee of CFAF 100,000 (One hundred thousand) to the Public Treasury. When collecting the tender documents, tenderers must register and leave their full address (P.O. Box, Fax, Telephone, etc.). Lors du retrait du DAO, les soumissionnaires devront se faire enregistrer en laissant leur adresse complète (B.P., Fax, Téléphone, etc.).

8. Presentation of Bids

Bid documents shall be distributed in three volumes, each placed in an envelop, as follows: Volume 1: Administrative documents; Volume 2: Technical Offer; Volume 3: Financial Offer. All the required documents (Volumes 1, 2, and 3), shall be placed in a large sealed envelope bearing only the inscription of the concerned Call for Tender. The various documents of each offer must be numbered following the order of the bidding documents, separated by inserts of the same color and joined.

Volume 1 : Pièces administratives ;

Volume 2 : Offre Technique ;

Volume 3 : Offre Financière.

Toutes les pièces constitutives des offres (Volumes 1, 2 et 3), seront placées dans un grand pli extérieur scellé portant uniquement la mention de l’Appel d’Offres en question.

Les différentes pièces de chaque Offre seront numérotées dans l’ordre du DAO, séparées par des intercalaires de couleur identique et reliées.

9. Remise des offres Chaque offre, sous peine de rejet, sera rédigée en français ou en anglais, et en sept (07) exemplaires dont un (01) original et six (06) copies marquées comme tels, et devra parvenir sous plis fermés, au Service des Marchés de la SONAMINES,sis au 1^er étage de l’immeuble abritant la Direction Générale de la SONAMINES, situé au quartier Omnisport, Avenue Marc Vivien FOE, Entrée ancienne SODEPA, au plus tard le 20/01/2022 à 13 heures, heure locale
